ILIGAN BOMBING: ANOTHER BOMB FOUND IN BARGAIN STORE

ILIGAN CITY, DECEMBER 20, 2008 (STAR) By Lino De La Cruz - Authorities foiled another bombing attack here, a day after two bombs ripped through two department stores in the city that killed three people and wounded 47 others.

A sales clerk alerted the police after seeing an unidentified man leave a bag in front of Selecta Snack Center, just across Jerry’s Bargain Center in Aguinaldo Street, one of the two stores bombed Thursday.

Police said the bag contained a ripe papaya. But after bomb-sniffing dogs were called in, experts found a live 81 mm mortar shell inserted in the fruit.

While bomb experts defused the explosive device, residents found a UHF radio near the site and turned it over to the police.

Good day friends,
I am sending you here a raw file sourced from our meeting Saturday afternoon relating to Iligan city' security concerns.


You'd noticed that the identified workplan are categorized as immediate and long term.


We believe that to stop bombing and arresting the suspects are not our domain but we could help in the awareness campaign such as getting to now IEDs bombs, policy advocacy and some workable measures while we are in this kind of situation.

Of course, security is not primary the responsibility of the civilians, much more the non-government workers whose fundamental concern is peacebuilding.

But be that as it may and considering our experiences these days, we need also to be helping each other to restore our nomal lives.

I am dessiminating this copy for our perusal.

CONSIDERING THE SPATE OF BOMBINGS IN ILIGAN CITY


Immediate
Clone Davao city policy prohibiting fireworks this Christmas considering the situation in Iligan city/Lanao del Norte (policy advocacy)--write an official letter to officials
information, education campaign on “getting to know IEDs” and CSOFP to bridge and facilitate AFP-PNP-ABC educ on IEDs; baggage keeper (with business sector)
strengthen the intelligence network of PNP/AFP and
ensure appropriate distribution of “right” information BUT quash disinformation as ‘part of the psychological warfare’

Establish communication center to get information and to validate Txt messages/other information
share to partners the crash course on IED
review the disaster plans of Iligan city and urge to integrate man-made disaster response and mitigation of risks
appeal to media workers to refrain from making immediate conclusion pending investigations of the case; stop disinformation; gather accurate and reliable data
urge the OMaHCC thru CMO to meet the Imams League and encourage them to make a manifesto or a position relating to bombing incidents
higpitan ng PNP ang mga check points and plant intel-riders inside buses


Long Term
sustain the awareness campaign to heighten security consciousness
urge the City council to adopt, localized, and enforce national policies relating to security
strengthen the intelligence network of PNP/AFP and
ensure appropriate distribution of “right” information BUT quash disinformation as ‘part of the psychological warfare'
